School Council

 School Council Matters


Being a member of Newport Lakes School Council is a rewarding way to be involved with the school and the community.


The NLPS Council is made up of parents and staff and meets twice per term. Elections are held at the start of each year and each sitting member serves a term of two years.


Our School Council plays a key role at NLPS, supporting our principal to provide the best possible educational outcomes for the students. All Government schools in Victoria have a school council, which is a legal entity, responsible for:


  • Establishing the broad direction and vision of the school within the school's community
  • Participating in the development and monitoring of the school strategic plan
  • Approving the annual budget and monitoring expenditure
  • Developing, reviewing and updating school policies
  • Raising funds for school-related purposes
  • Maintaining the school’s grounds and facilities
  • Reporting annually to the school community and to the Department
  • Creating interest in the school in the wider community
  • Informing itself of and taking into account the views of the community
  • Coordinating and assisting with the major community events and activities
  • Regulating and facilitating the after-hours use of school premises and grounds 


School council do not manage the day to day running of the school – that job is reserved for the school principal!


Each member of the school council is expected to be an active member of a Sub-committee. There is also an option for members of the wider school community who may have relevant skills or experience to join the sub-committees.


These Sub-committees are:


  • Finance (School Budgets, Locally Raised Funds)
  • Education (Education Policy)
  • Facilities & Management (Buildings & Grounds, Out of School Hours Care, Hire Agreements)
  • Community & Fund Raising (Uniforms, Events, Parent Clubs, Fund Raising)

NLPS 2018 School Council


Sarah Yallop – President (Finance)


My name is Sarah Yallop and I have been on School Council the past 2 years and am taking the role of President in 2018. I have two children at Newport Lakes - Edie in Year 6 and Violet in Year 3. I work at the Department of Health and Human Services and am currently working on the implementation of the National Disability Insurance Scheme (NDIS). I am looking forward to working with school council to support David and the staff to continue making the school a great place to learn for the kids and to make sure that decisions about how the school runs are done with the school community in mind.


Allana Arapakis – Vice President (Community & Fundraising/Education)


My name is Allana Arapakis and I have Kylah (Grade 2), Xavier (Grade 5) and Nicholas (Year 8). I work part-time at NBN as a Customer Advocacy Manager.  After being actively involved in Parent's Club since coming to Newport Lakes in 2010, I joined the School Council in 2016 so that I could contribute to the School community in a different way by applying my skills in service management and process improvement.  During my time on School Council over the past two years, I have been involved in reviewing over 100 policies and contributing to the development of the School's Strategic Plan.  I am currently a member of the Education Sub-Committee which has given me a greater insight into how and why decisions regarding our children's education is managed.  This year I will also lead the Community and Fundraising Sub-Committee with one of the largest tasks on our list to support the teaching staff with the School Concert in term three.


Nicole Mansfield – Secretary (Facilities & Management)


Hello Fellow Parents of NLPS. My name is Nicole Mansfield and I have Chloe in 3/4H and Sienna in 1R. I work part time as an Office Manager and where I can, I love participating as a Parent Helper around the school, and not just within the classroom, but events held outside of class time. Not only does it bring a massive smile to both my kids, I know the teachers also appreciate the extra help.  I joined School Council to be actively involved in the developing, monitoring and reviewing the overall plan for the future of the school and my children. I am currently the Secretary of School Council and a member of the Facilities and Management sub-committee.  I also want to encourage others parents within the school to be part of this amazing community.




Daria Hewitt - Treasurer (Finance)


Hi my name is Daria Hewitt.  In my life BC (before children) I worked as a chartered accountant.  Since then I have stayed at home with my kids but kept myself busy with treasury roles for the local toy library, my son’s kindergarten, their scout group and even help out with the Newport Railway museum banking.  I have James in Grade 6 and Matthew in Grade 4 at school.  I have been appointed as treasurer on School Council for the second year (there appears to be no competition for this role funnily enough).  I wanted to get involved in school council so that I could have a say and get a deeper understanding of what goes on behind the scenes running a school.




Jo Sutton – Communications Coordinator (Community & Fundraising)


Hi, my name is Jo Sutton. I have Chloe (3/4H), Jemima (1C) and my son Harry (Grade 5) attends a special school. After many years in Sales & Marketing, a late career change has led me to teaching. I am currently completing my final units of a Masters of Teaching (Early Years) specialising in Inclusive Education at Deakin University. I teach at Home Road Kindergarten, and am currently leading a Bush Kindergarten Program at Newport Lakes reserve. Everyone who knows me, knows that I love a committee, and love doing my bit for my community. After having been involved in the NLPS Parents Club, I am delighted to be a member of the NLPS school council, and look forward to contributing to our school on the Community and Fundraising Sub-Committee, and as the Communications Coordinator.


Meredith Kelly (Education / Facilities & Management)


Hello everyone, my name is Meredith Kelly and I look forward to representing your views on school council this year. I have Caitlin in 1C and currently work at the Australian Sports Commission on projects to get more people physically active. I wanted to join the council to get more involved in life at the school and to provide input into decisions that will make the school experience better for all of us. I will sit on the Facilities and Management and Education sub-committees. Feel free to say hi if you see me around.





Jacqui Lomas (Community & Fundraising)


In some past life I was an architect! I now tutor in Architectural History. Mother of 3 daughters, Ruby who is now in year 8 but started in Prep at NLPS, Henrietta grade 5 and Sunday grade 3.


I have been involved in Parents Club in past years and on School Council for 3 years. I am part of the Community and Fundraising committee.


I value the positive community feel at NLPS and am fortunate enough to have the time at the moment to assist in helping with some of the extras be that Icy Pole days or School Productions. So that is my why.

Mark Avramoski (Facilities & Management)

My name is Mark Avramoski.  I am self employed in the building/construction industry and offer project management, consulting and construction services.  I have 3 children that attend NLPS and they are in grades 5, 2 and Prep.  I was previously on School Council but took time off to focus on establishing my business. Now that it's up and running, I have decided to come back.  I am part of the Facilities and Maintenance team (FAMS).  Our responsibilities and duties are wide spread, but generally include maintaining the grounds which our kids play in, maintenance works associated with the existing facilities, and general upkeep of the school from both an aesthetic and practical sense.  I joined School Council as a way of contributing my time and expertise to the community, and to assist the hard working staff in delivering a fantastic school for the community.
